Operative Kuzmin may introduce Doctor Weber to level 1–10 villains and rogues.
Doctor Weber sells the eight standard small inspirations to villains and rogues who have him as a contact.
Characters obtain the Infected Syringe power by accepting Doctor Weber's mission to infect sick Rogue Isles police. Completing the mission removes the power.
Characters can call him after reaching the relationship of crony at 10 CXP, then speaking to him.
He introduces Lt. Harris to level 1–10 villains and rogues, after reaching the relationship of kindred at 70 CXP.
Villains and rogues who have Doctor Weber as a contact gain 50 CXP each time they complete Higher Purpose as a flashback.
The Agent of Chaos accolade requires completing his story arc.
Missions[edit | edit source]
Doctor Weber offers the story arc Higher Purpose to level 1–7 villains and rogues who do not already have ten story arcs active. Once characters have this story arc, they can complete it as villains or rogues at any level. The arc's missions have a maximum level of 10, so characters above level 10 may need to adjust notoriety levels to get normal rewards. Completing the arc awards 3 reward merits.
The arc is also available as an Ouroboros flashback to villains and rogues level 15 and up. It is listed under protege (level 1–9), number 21.06.
